Department of Defense Appropriations Act, 2018 [Make America Secure Appropriations Act, 2018] [Meeting II]

            The Committee granted, by record vote of 9-3, a structured rule for H.R. 3219.  The rule provides two hours of general debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.  The rule waives all points of order against consideration of the bill.  The rule provides that an amendment in the nature of a substitute consisting of the text of Rules Committee Print 115-30 shall be considered as adopted and the bill, as amended, shall be considered as read.  The rule waives all points of order against provisions in the bill, as amended, for failure to comply with clause 2 of rule XXI.  The rule makes in order only those further amendments printed in the Rules Committee report, amendments en bloc described in section 3 of the resolution, and pro forma amendments described in section 4 of the resolution. Each amendment printed in the report may be offered only in the order printed in the report, may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, may be withdrawn by the proponent at any time before action thereon, shall not be subject to amendment, and shall not be subject to a demand for division of the question.  The rule waives all points of order against the amendments printed in the report or against amendments en bloc described in section 3 of the resolution.  The rule provides that it shall be in order at any time for the chair of the Committee on Appropriations or his designee to offer amendments en bloc consisting of amendments printed in the report not earlier disposed of. Amendments en bloc shall be considered as read, shall be debatable for 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or their designees, shall not be subject to amendment, and shall not be subject to a demand for division of the question.  The rule provides that the chair and ranking minority member of the Committee on Appropriations or their respective designees may offer up to 20 pro forma amendments each at any point for the purpose of debate.  The rule provides that no further consideration of the bill shall be in order except pursuant to a subsequent order of the House.

                In section 6, the rule provides that during consideration of H.R. 3219, it shall not be in order to use a decrease in Overseas Contingency Operations funds to offset an amendment that increases an appropriation not designated as Overseas Contingency Operations funds or vice versa, but does not apply to amendments between the Houses.
